If there are no enemies, Crackling Energy charges will not be consumed. However, unlike some of the Shrine buffs that also grant periodic AoE damage, Crackling Energy will only trigger if enemies are nearby. When Crackling Energy damages nearby opponents, it will consume a charge. The number of Crackling Energy charges you have will be displayed above your character's EXP bar.
